JCDecaux UK is strengthening its Commercial team with two senior appointments. Mark Halliday joins JCDecaux in the newly created role of Director of Programmatic while Richard Simkins joins as Director of Commercial & Partnerships – Airport.

July 2023:  JCDecaux UK is strengthening its Commercial team with two senior appointments. Mark Halliday joins JCDecaux in the newly created role of Director of Programmatic while Richard Simkins joins as Director of Commercial & Partnerships – Airport. Both roles will report to CCO Mark Bucknell and both will join the Senior Commercial Leadership team.

Mark Halliday becomes JCDecaux UK’s first Director of Programmatic, reflecting the huge growth of programmatic Out-of-Home and its rising importance in omnichannel planning. Mark brings a wealth of experience to the role as Director of DAX for Global (2022 to 2023) and as a former Chief Digital and Data Officer for Manning Gottlieb OMD (2019 to 2022). Most recently, Mark was the founder of the media consultancy Halogen Thinking. 

Richard Simkins joins JCDecaux as Director of Commercial & Partnerships – Airport, a role that spans both sales and landlord partnerships, bringing his experience gained from a career that has spanned OOH media owners, specialists and agencies. Richard was Head of Strategy & Operations (OOH & Geo-analytics) at dentsu (2022 to 2023), Head of Network Development InPost (2020 – 2021), Creative Solutions Director (OOH) at Global (2017 to 2020) and Head of Innovation at Talon Outdoor (2013 to 2017).

Transport and programmatic Out-of-Home are among two of the key drivers for Out-of-Home growth and so I’m delighted to welcome Mark and Richard to the Commercial Senior Leadership team, bringing their experience and expertise to JCDecaux UK at a hugely significant time. The new digital capabilities of Out-of-Home including programmatic are fueling OOH’s growth providing exciting opportunities for omni-channel planning. Transport advertising is going from strength to strength – we recently renewed our Edinburgh Airport advertising contract while Heathrow is seeing record numbers as passengers and brands have returned – making this a particularly important time to be joining the JCDecaux team.

With programmatic revenue having increased by 65% in 2023 for JCDecaux globally (year-on-year), the UK programmatic performance was even greater – driven by the dedicated programmatic team run by Kate Tovey, Director of Customer Engagement and Dom Kozak, Head of Programmatic.  

Programmatic DOOH has been on a steep upward trajectory for a number of years and has proven ability as a priming channel to amplify effectiveness of additional media channels. PDOOH offers incredible data-driven planning potential, while reaching large audiences, with precision and with high creative impact. JCDecaux's digital real estate is of the highest quality and is powered by absolute best-in-class technology and a hugely passionate team of programmatic and OOH experts. I'm really looking forward to working with the team to champion PDOOH as an essential channel, and I am delighted to be joining JCDecaux UK -  the market leader and pioneer in this space.

Over the last 6 years, Kate Tovey and Dom Kozak have successfully scaled up the business from a start-up to the success it is today. Dom Kozak now leaves the UK to join JCDecaux Dubai and Kate Tovey will continue as a member of the Senior Commercial Leadership Team to focus efforts on leading agency and client relationships and revenues throughout the UK. We are delighted to welcome Mark Halliday to the team.”
